SamNet-dev 0fddb190c9 feat: add wget fallback for paqet download ...

When curl fails (common in restricted networks), automatically
fallback to wget with retries. Also:
- Increased timeout from 120s to 180s
- Added 3 retries with 5s delay for curl
- Added 3 tries for wget
- Show helpful manual download instructions on failure
